This position is for a Contract Creator/Statement of Work author. The candidate must be skilled in the creation and modifying of information technology contractual documents and gathering customer specifications for the creation of Statements of Work. Requires a minimum of four (4) years of increasingly complex and responsible experience relating to information technology contract creation. TDOT IT currently supports 30+ active contracts, with additional contract creation work to be identified. This is a remote-work position and will be used to augment existing staff.
Contract is renewable at the beginning of the State's fiscal year.
Job Description/Requirements
Experienced with the generation and administration of government and/or corporate multi-million-dollar multi-year information technology contracts.
Experience in contracting for Information Technology (IT) systems required. Experience with SaaS contracts preferred.
Generates competitive solicitations for multi-year contracts using various solicitation methods and State-required document templates (e.g., Request for Proposal, Invitation to Bid, etc.).
Generates sole source contracts, as well as the documentation required to support legislative approval to award a sole source contract.
Research specific markets and industry developments to incorporate into technical writing and contract specifications.
Gathers and analyzes both internal and external information used to develop specifications and support contract generation.
Gathers and analyses both internal and external information used to develop Statements of Work.
Solves common problems associated with contract management and negotiations, including data analysis.
Conducts contract analysis contract management, as required, to ensure supplier and state are in compliance with contractual obligations.
Acts as a liaison between internal customers, TDOT Procurement, and solution providers in support of contract activities.
Builds and manages business relationships with multiple State divisions (including TDOT Procurement Office), and key suppliers to facilitate effective contract management and sourcing outcomes.
Demonstrated skills in effective oral and written communication, including legal and technical writing, as well as interpersonal skills.
Demonstrated analytical skills.
Detail oriented, organized team player with significant experience analyzing, planning, monitoring, and evaluating work to ensure that expectations are exceeded.
Analyze and document business requirements and processes related to public sector service delivery for a single or multiple related State agencies.
Facilitate sessions to gather and document technical requirements and explore solutions.
Superior negotiating, analytical, group facilitation, and relationship management skills.
Work effectively with all levels of State staff from clerical through agency executive management. This includes skillful interviewing capability.
Possess superior organizational and written/verbal communication skills, including technical and legal writing.
An understanding of current information technology, including SaaS contracts, with an ability to conceptualize solutions to business problems in the most effective and cost-efficient manner.
