While capital flows to emerging markets have rebounded so far in 2019, cross border debt issuance from Latin America and the Caribbean has fallen versus prior years. The economic outlook for the region as a whole is starting to improve, despite challenges in major economies, thanks in part to relatively benign global conditions and stable commodity prices. Yet the picture remains far from certain, especially following political changes in the region’s major economies – where big questions loom over the path of policy and economic reform, while growth remains subdued across the region. Although a dovish turn at the US Federal Reserve has supported capital flows to emerging markets so far this year, numerous challenges – including the specter of trade wars and a slowing Chinese economy continue to hang over markets and economies the world over.
