After a decade of austerity, local authorities have seen their spending power reduced by a third, according to the National Audit Office. With councils already having to find solutions to reduce expenditure, Covid-19 has only exacerbated this issue; councils are having to cope with not only a loss in funding, but a growth in service demand.

This increased spending pressure means that local authorities need effective financial management and diversified income strategies. Through building on existing best practice and innovative strategies, councils can continue to refine and improve financial management and fiscal efficiency

In 2020, councils estimated a funding shortfall of approximately £2 billion, according to the Institute for Fiscal Studies
The National Audit Office found in 2021 that 82.6% of local authorities’ income in 2019-20 was based on council tax, business rates and other fees, up from 48.6% in 2010-11
Local authorities have forecast COVID-19-related spending pressures of £6.9 billion for the full year in 2021, according to the same document
Research from the Local Government Association in 2020 showed that, on average, councils saved £356 per household between 2016/7 and 2019/20
