The European Union is flooding the economy with the €750 billion of the Next Generation EU plan, combined with the €1.1 trillion of its 2021-2021 Multi-Year Framework. Countries like Germany and France are adding another €100 billion each. The COVID recovery funding offers European governments a once in a century opportunity to re-imagine their economies. European countries must combine the top-down coordination of national governments with the bottom-up leadership of cities and regions that are re-imagining hyperlocal living. Such combination of capabilities will accelerate the path to the new ETHIC (Efficient-Trusted-Highly Responsive-Inclusive-Convenient) public services.
