President Luiz Inácio Lula da Silva sanctioned Law 14,801, of 2024, which creates infrastructure debentures, issued by public service concessionaires, and which aim to raise funds in the market for investments in infrastructure, research, development and innovation projects.
According to the new law, debentures must be issued by December 31, 2030 and must grant the debt issuer a 30% reduction in the calculation basis for Income Tax and Social Contribution on Net Profit (CSLL) on the interest paid to bondholders. The approved amendments also address issues such as the five-year limit to take advantage of tax incentives and the Income Tax rate for holders of infrastructure debentures.
