A rising rate environment, changing rules and regulations, increasing scrutiny on debt disclosure and the prospects for the return of advanced refunding and an increase in the bank qualified debt ceiling - all this and more will be covered in this session!
The focus of this session is on costs pertaining to current employee and retiree health care, pharmacy plans and other related benefits - all a meaningful factor in local government budgets. Finding constructive ways to control those costs while providing popular benefits and negotiating the collective bargaining process will also be presented.
The Office of the State Comptroller (OSC) will share cash management best practice recommendations you should consider as we slowly emerge from the pandemic. Some recommendations will be based on the results of recently completed cash management compliance audits.
