Global Security Forum Draws Delegates from Over 130 Countries to Spanish Senate

U.S. and Ukrainian delegations to include leadership from Geneva-based Institute for Strategic Risk and Security

Madrid, Spain — In a powerful show of international cooperation, representatives from more than 130 countries will converge at the Parliamentary Intelligence-Security Forum this month, hosted at the Spanish Senate under the patronage of Senate President Pedro Rollán Ojeda.

The event, scheduled for May 22–23, brings together lawmakers, security experts, and institutional leaders to address urgent global threats, from cyber and information warfare to energy security and hybrid conflict.

Among the U.S. delegation are Congressman Darrell Issa, Congressman Robert Pittenger, and Dr. David Venable, Chairman of the Geneva-based Institute for Strategic Risk and Security (ISRS), a leading NGO specializing in cyber policy, post-conflict recovery, and democratic resilience. Dr. Venable, a former intelligence officer and Chief Information Security Officer, will contribute expertise on digital sovereignty and hybrid and cyber warfare.

The Ukrainian delegation will include Mykola Volkivskyi, an ISRS Board Member and advisor to multiple Ukrainian and European institutions on postwar recovery and democratic governance. Volkivskyi, who previously served as a parliamentary advisor in Kyiv, will speak to the challenges of state resilience under conditions of active conflict.

“This forum represents more than policy dialogue, it’s a real-time response to a rapidly shifting threat landscape,” said Dr. Venable. “We’re proud that ISRS is helping shape the future of international security collaboration on both sides of the Atlantic.”

The Parliamentary Intelligence-Security Forum has become a pivotal global venue for connecting lawmakers with practical security solutions and building frameworks for enduring cooperation between allies and vulnerable states alike.

Countries participating include Canada, France, Germany, India, Latvia, Ukraine, the United Kingdom, and the United States, among many others.
