New regulation, known as "Circular 11", were issued by the National Development and Reform Commission (NDRC) and went into effect on March 1,2018. The new regulations provide for clearer and more streamlined guidance for outbound investment by chinese companies. Specifically, Circular 11 introduces a new regulatory framework administered by work NDCR and governing Chinese companies' investment in offshore private equity investment funds.They are expected to have a significant impact not only on Chinese investors, but also offshore fund managers accepting their commitments.
