The IRA has accelerated the clean energy transition while simultaneously threatening to overwhelm current transmission infrastructure: interconnection requests have tripled and quadrupled in many markets, while the grid could be overwhelmed by the added demands of transmitting gigawatts of new renewable assets while meeting the loads added by EV charging and electrification.

FERC Order No. 2023 has taken the first step to reform interconnection processes, but its implementation has barely begun, and the future of new policies aimed at reforming transmission planning, cost allocation, and increasing investment is uncertain. When will new market rules be established for interconnection, and what will their impacts be on projects in the existing queue and future developments? Will new DOE programs providing funding for high-voltage transmission projects and encouraging investment in Grid-Enhancing Technologies (GETs) result in substantial increases in regional and interregional transmission capacity?
