The CILA , was established in 1962, on the occasion of the I International Congress of Insurance Law, with the purpose of grouping the national sections of Spain, Portugal and Ibero-Latin American countries and fostering relations between these Sections through the exchange of experiences, information and academic work.

The countries that currently comprise it are: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Spain, Guatemala, Honduras, Mexico, Panama, Paraguay, Portugal, Peru, Puerto Rico, Uruguay and Venezuela
In its first stage, CILA organized four Pan American Congresses on Insurance Law. Since 1968, the "Ibero-Latin American Congress on Insurance Law" was held every two years, interspersed with the International Congresses of the International AIDA that are held every four years.
