Job Summary:
The U.S. Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5IC) requires Logistics Technical Support, Document Development and Writing Services for engineering, logistics, and business operational support necessary to meet the needs of the various C5ISC Product Lines. This position will lead a small team of technical writers to provide remote support services.
Job Responsibilities:
The SME will lead a small team of technical writers to provide support to C5ISC in creating, editing, and revising all necessary artifacts in accordance with the Systems Engineering Life Cycle (SELC) process. Documents include, but are not limited to:
TRACI matrices, flow charts and/or other documents that define process ownership.
Process Guides and Change Management documents.
Training Plans for developed documents.
SOPs/Desk Guides/Job Aides.
Integrated Logistics Support Plan (ILSP).
Maintenance Effectiveness Review (MER) documents.
Conducts comprehensive research and interview Subject Matter Experts (SME) to develop C5ISC Process Guides, Technical Publications and Manuals, and Change/Configuration Management documents in accordance with U.S. Coast Guard standards, policies, and procedures.
Conducts comprehensive research and interviews Subject Matter Experts (SME) to develop documented recommendations concerning Diminishing Manufacturing Sources and Material Shortages (DMSMS).
Reviews and updates all ILSPs and their companion Equipment Support Sheets (ESS) to align with current policy and procedures.
Works within SharePoint in order to generate required pages for processes and metrics collection and dissemination.
Identifies and applies correct Scientific and Technical Information (STINFO) markings to all required documents or information that is essential to preclude the agency, service, or customer from significant liability and possibly affecting the national security of the country.
Produces all associated deliverables while maintaining the absolute highest quality of services, products, and customer service.
Attends periodic meetings with Surface Force Logistics Center (SFLC), documenting the Maintenance Effectiveness Review (MER).
Completes MER reports documenting all discrepancies and recommendations to Maintenance Procedure Cards (MPC) and other planned maintenance activities/documentation that were reviewed during the MER.
Minimum Qualifications:
Must possess a working knowledge of develop, format, proof, edit/revise, and produce technical documents that meet the standard set in the PWS References.
Must be proficiency with Adobe products, including Adobe Acrobat Professional®.
Must possess a strong working knowledge of the Microsoft SharePoint and CG Portal to include the generation of required pages, processes and gather metrics for directed dashboards and information dissemination.
Must possess proficient writing skills.
Must possess 10 years’ experience with development and/or use of documentation relating to Integrated Logistics Support (ILS).
The minimum education requirement is a Bachelor’s degree.
At least five (5) years of professional experience as a technical writer.
Secret security clearance required.
Strong communication and interpersonal skills are considered necessary, as candidates will regularly meet with personnel.
Effective collaboration and communication skills.
Highly skilled in Microsoft Office Excel application.
Experience with Microsoft Office tools and applications.
Ability to problem solve and identify, implement and/or monitor alternative solutions.
Ability to understand, interpret, and apply requirements applicable to the scope of work.
Strong organizational, time management, and meeting facilitation skills.
High level of attention to detail.
Experience working on U.S. Coast Guard C5I services preferred.
Travel Requirements:
Infrequent travel may be required for on-site visits to Coast Guard units to support the requirements of projects/tasks.
