In public service, Jeff was Deputy Cabinet Secretary for California Governor Jerry Brown where he covered an expansive portfolio that included homeland security and natural disaster response, cybersecurity, emerging technology, AI, privacy, blockchain, telecom, financial services, future of work, immigration, economic development, agriculture, military, veterans, and tribal affairs. Jeff was also the state’s point person on tracking policy developments and fiscal implications for the first Trump Administration, including state negotiations for disaster relief from three historic fires and a megadrought.
Prior to his Cabinet role, Jeff was Governor Brown’s Deputy Director for External and International Affairs, where he interfaced with advocacy groups, drove third-party engagement across multiple coalitions, and convened foreign dignitaries on behalf of the state.
Outside of public service, Jeff has been an executive tech policy and government affairs leader serving as a Washington, DC Head of Office for three different tech companies, two which were venture-backed high-growth pre-public companies, and oversaw a portfolio of all 50 states, Canada, the U.S. Federal Government, Europe, Latin America, the Middle East, and Asia and the Pacific.
In these roles, Jeff helped sales leaders, technical subject matter experts, and corporate executives understand the public sector – the legislative and regulatory process, appropriations and the budget, thought leadership, third-party coalition-building, procurement, and sales enablement.
Jeff volunteers in public service roles and serves on the Silver Spring Citizens Advisory Board, Maryland’s Advisory Council on Health and Wellness, and as a gubernatorial appointee to Governor Wes Moore on the Assistive Technology Loan Program Board of Directors, which provides low-to-no interest loans to empower persons with disabilities and their families.

It might be hard to draw similarities between the Secretary-General of the United Nations, a 98-year-old British broadcaster and biologist, Donald Trump, and Elon Musk. But we now have one; they all feature in the Nobel Prize odds.
In the 2024–25 school year, 6 in 10 US public school teachers said they used AI at work. That’s according...
Jeff Le, the former Deputy Cabinet Secretary for the State of California, told Capacity that DeepSeek’s rise represents a startling shakeup to national security policymakers that the US’ AI advantage was “grossly miscalculated”.
“For policymakers who have seen the AI race as the key to hegemony for the 21st century, this moment represents a perceived threat to US global leadership,” Le said.
“This is well beyond the influence of TikTok. What if the US doesn't have the world's best innovators and researchers? No chip restrictions would help on this question. This is a thought that would have been unimaginable until now.”
Le adds to this line of thinking, given President Trump based his presidential prospects on serving as an economic steward.
“With Wall Street buoyed by the ‘Magnificent 7’ and all of them taking a major hit, the political stakes of the AI race for the President only make his involvement more likely,” Le said. “The Stargate project puts into view whether sinking so much capital into data centres and energy makes sense for public-private partnerships.
“Time will tell but one thing is for sure — Mr. Trump does not like to lose and he may look at more extreme approaches to China, expanding beyond his initial tariff salvo.”
“DeepSeek does force a question about the costs and investments needed to race to AGI outcomes and innovations,” said Jeff Le, a former California deputy cabinet secretary.
“This race is also focused on time but there are energy and infrastructure consequences, especially if there is validation that would force others to relook the recently-announced Stargate project,” he told TechNewsWorld.
Jeff Le, who served as California's Deputy Cabinet Secretary under former Governor Jerry Brown, explained that while data is critical for AI, reliable energy and power are as important for compute. "From what I have seen in California, the permitting process is very challenging and new facilities and operations must be constructed to handle the massive amount of power." This intergovernmental effort, he added, allows for a number of solutions to these energy challenges.
Le added that the Biden administration has made inroads in creating opportunities for smaller and medium-sized companies, along with large companies, in past emerging tech initiatives, such as the CHIPS Act implementation. "The Trump administration may continue efforts to support 'Little and Medium' tech such as these smaller AI companies, as signaled by Marc Andreessen, a close adviser to President Trump and influential founder of Andreessen Horowitz.”
