Leslie Chang currently drives all federal, state, and local policy engagement at Caelux, where she serves as Director of Strategy and Policy. She brings a wealth of experience to her role at Caelux, having conducted fieldwork in the UK, China, and East Africa, working with multinational organizations such as the Bill & Melinda Gates Foundation, World Bank, ministries of health, and local non-profits.
At Caelux, Leslie is focused on building their workforce development strategy with stakeholders such as the NAACP and Pasadena Unified School District. She also represents Caelux on the Solar Energy Manufacturing for America (SEMA) coalition, which aims to promote solar energy manufacturing in the United States.
As someone who has worked extensively in developing and rural areas, Leslie understands the importance of building trust and communication skills. A consultant for most of her career, Leslie had the opportunity to work with both small and big organizations, gaining valuable insight into how different companies operate. Leslie’s client-facing role has required her to juggle multiple projects simultaneously, which helped her develop a deep appreciation for being able to pivot quickly and respond to changes as they arise.
Leslie's background in fieldwork has given her a unique perspective on how to integrate interventions into existing ecosystems. She understands that in order for solutions to be effective, they need to be tailored to the needs and circumstances of the local community. This approach is especially relevant to Caelux's work with perovskites, as the company is considerate about how to make this technology accessible and affordable to a wide range of stakeholders.
Leslie brings a high degree of adaptability to her work at Caelux, helping the company navigate the rapidly changing policy landscape in the renewable energy industry. Leslie is committed to science education, and serves on the science advisory board for several local technical high schools. She has a Master of Philosophy from the University of Cambridge and a Bachelor of Arts from the University of Southern California. When Leslie is not working on Caelux, she enjoys frequenting bookstores and museums, and is an avid skier, urban gardener, and a grassroots organizer.
